McTaggart Construction are working with landowner Jackton Estates and land promoter Source LNH to bring forward proposals at Langlands West, Auldhouse Road, East Kilbride for a mixed use development and peatland restoration project.

The consultant planning and design team have prepared initial information to outline development proposals to enable the local community to comment as part of a pre-application public consultation process following submission of a Proposal of Application Notice to South Lanarkshire Council (ref.P/23/0017/PAN).

The proposals are summarised below along with an explanation of the consultation process.

PROPOSAL & BACKGROUND

McTaggart Construction are working with land promoter Source LNH and landowner Jackton Estates to bring forward plans for a mixed use development and peatland restoration project at Langlands West, Auldhouse Road, East Kilbride.

The site is allocated for development in the Adopted South Lanarkshire Local Development Plan and forms two parts - the northern area is controlled by South Lanarkshire Council and is to be brought forward separately for employment uses. The southern part will be brought forward via McTaggart Construction and their partners. Together, both parts form the Langlands West Development Framework Area, as outlined within the Local Development Plan.

A Proposal of Application Notice was submitted to South Lanarkshire Council in July 2023 for the site, which is located on the southern edge of East Kilbride, adjacent to Auldhouse Road. The residential area of Lindsayfield is located to the west (along with Morrisons Supermarket), further established residential areas of Whitehills/Greenhills extend to the north (beyond Greenhills Road), Langlands Moss and Kelvin South Business Park are located to the east and to the south lies agricultural land. The red line boundary is illustrated above.

The proposed development will incorporate housing (c.1,000 new homes including 25% affordable housing), a local retail/commercial centre, new landscaped open space with restored peatland forming an attractive public resource and associated roads, paths and landscaping.

The proposed application will address wider improvements required by the Adopted Local Development Plan with a masterplan for the Development Framework area to be provided, green infrastructure provision, protection of Langlands Moss to east, creation of a strong settlement edge with application assessments to address energy, drainage, transport, air quality and flood risk among other elements.

Feedback is invited from the local community on proposals as part of this pre-application consultation process outlined below.

Consultation Process

Two public drop-in consultation events will be held to discuss the proposals with the local community.

The first event is planned for Thursday 5th October from 3.30pm-8pm at Greenhills Centre, Greenhills Crescent, East Kilbride G75 8TT. This will include the display material (which can also be downloaded above) with members of the design team available to answer queries. The purpose of the initial consultation is to set out the proposal in outline . The event has been advertised via a Public Notice in the East Kilbride News, leaflet drop to local area and direct contact with local community councils, local councillors and MSPs.

A second event will be held on Thursday 9th November (3.30pm-8pm) at the same venue. This will be advertised again prior to the event.

Feedback and queries can be provided in a number of ways:

  • via printed flyer/questionnaires available at the events and handed back on the day

  • via online questionnaire below - results will be collected and reviewed after the event

PLANNING APPLICATION

It is anticipated that an application for Planning Permission in Principle will be submitted to South Lanarkshire Council in early 2024.

Once reports, assessments and plans are available these will be available to view here.
